ENGA Newsletter No. 30: November 2025

Dear Readers,

Today marks the third trilogue between the Council, the European Parliament and the European Commission. The Danish Presidency, one of the major drivers of a deregulation of New GMOs (or New Genomic Techniques, NGTs) aims to conclude negotiations on 3 December, apparently completely unconcerned by the opinion of their own population. A recent opinion poll shows that 82% of Danes oppose GMO deregulation, at odds with its government position. We report on the status of the negotiations.

At the same time, we are preparing our sector: How to deal with New GMOs in Non-GMO feed and food chains –  we will explore this question at the 3rd International Non-GMO Summit 2026, taking place in Frankfurt/Main on 13 May 2026. We cordially invite you right now to save the date and to follow our Linked In Summit page

Industry Resilience and Global Collaboration Take Centre Stage at Non-GM Soy Conference 2025 – read our highlights of this recent event. Organised by our members Donau Soja and ProTerra Foundation, the conference reaffirmed that the Non-GMO sector is optimistic about the future, as the demand for sustainable and transparent food systems grows.

From Non-GMO soy to Non-GMO maize and Non-GMO rapeseed: Our latest Non-GMO Market report highlights a mixed outlook for Europe’s Non-GMO crop supplies in the 2025/26 marketing year. While soy supply is expected to remain stable and rapeseed output has rebounded strongly, maize availability is under pressure.

Trilogue negotiations – state of play

EU lawmakers are entering what is likely to be a key phase of negotiations on the future of New GMOs (New Genomic Techniques / NGTs). The Danish Presidency is pushing for a final deal by 3 December, but major sticking points remain. While patent rules and sustainability criteria are still under heated discussion, labelling and traceability seem to have been pushed to the side, despite a clear public interest in this. One key issue is whether 94% of new GM plants will skip risk assessment and traceability under the “NGT-1” fast track.
