On 4 December 2025 EU Parliament, Council and Commission reached an agreement on the New GMOs (NGTs, New Genomic Techniques) deregulation file. The next—and decisive—step is endorsement by the Council and the European Parliament. 

A trial vote within the COREPER (Committee of Permanent Representatives) will take place this Friday, to determine whether the majority of Member States supports the deal. If this majority is secured, the final vote in Council will be largely procedural. The vote in Parliament’s plenary is expected in February or March 2026. 

ENGA strongly urges both institutions to reject this legislative proposal. Our analysis of the trilogue outcome explains the consequences of this agreement for the Non-GMO sector and the wider food and farming sector.

What would it mean for the Non-GMO sector if the draft law is adopted? The 2026 International Non-GMO Summit will equip businesses across the value chain with practical, actionable guidance to secure Non-GMO production. Leading scientific and industry experts will explain how operators can exclude New GMOs from Non-GMO value chains by adapting existing standards, strengthening supplier agreements, applying the latest detection technologies, and assessing what the future potential for Non-GMO labelling will be. EU trilogue paves the way for deregulation

The provisional agreement reached on 4th December would effectively deregulate the vast majority of New GMOs in the EU, scrapping risk assessment, labelling, traceability and national opt-outs for so-called “NGT category 1” plants. The International Non-GMO Summit 2026 - on 13th May 2026 - co-organised by ENGA, will take place at a decisive moment as the EU prepares to adopt new rules on New Genomic Techniques (NGTs). Next year’s Summit will provide industry professionals with guidance on how to deal with New GMOs: from understanding the new legal framework to excluding New GMOs from value chains to the latest findings on detection methods. With expert presentations, practitioner insights and global market updates, the event will be an essential forum for the sector. Registrations will open in January 2026.
